Sections 508 and 501 of the Rehabilitation Act of 1973 are often confused, but they serve distinct purposes. Section 508 requires federal agencies to procure, develop, use, and maintain information and communication technology (ICT) that is accessible to individuals with disabilities—regardless of whether those individuals are federal employees or members of the public.
On the other hand, Section 501 specifically protects individuals with disabilities who are applying for federal employment or are already employed by the federal government, ensuring non-discrimination and equal opportunity in the workplace.
Under Section 508, federal agencies must ensure that all ICT—including websites, online training materials, and digital tools—is accessible to everyone. This ensures that federal employees with disabilities can effectively perform their duties using accessible computers, phones, and other office technology, and can fully participate in online training and professional development opportunities.
